MP Highlights Risks: Tougher Employee Draft Exemptions May Increase Avoidance

According to Radiotrek — Світ: Member of Parliament Ruslan Gorbenko has raised concerns about the potential fallout from tightening regulations on mobilization exemptions for workers. He warns that these tougher rules may drive more individuals to evade military service, while also posing significant economic threats to businesses and the national budget. Gorbenko estimates that between 200,000 and 300,000 people could lose their booking rights under the new system.

Currently, Ukraine faces an estimated 1.3 to 1.5 million draft evaders. Gorbenko projects that stricter exemption policies could cause this number to increase by 20%. Yet, only a small fraction-roughly 5 to 10%-of those losing their exemptions are expected to actually join the Armed Forces.

“The number of draft dodgers may rise by 20%, while only a minor portion of those losing exemptions will enter the military,” Gorbenko emphasized.

Implications of More Rigorous Exemption Rules

The MP expresses skepticism that most of those losing their exemption status will voluntarily report to territorial recruitment centers. “I anticipate many men will attempt to avoid mobilization altogether,” he added. Furthermore, Gorbenko warns that audits of companies holding draft exemptions for their employees could lead to layoffs, negatively affecting production output and reducing tax revenues.

He argues that simply scrutinizing businesses and revoking exemptions won’t solve the problem of draft evasion.

“Under these conditions, I’m convinced the mobilization pool won’t necessarily grow,” Gorbenko stated.

Gorbenko calls for a comprehensive strategy to address mobilization challenges-not just changing booking procedures, but also revising penalties for draft evasion. He believes this balanced approach is essential to meet military requirements without undermining the country’s economic health.

This stance sheds light on the complex nature of mobilization in Ukraine, where urgent military demands intersect with economic pressures. An increase in draft evasion could seriously impact both defense capabilities and the broader economy. While a multifaceted approach may offer a more effective path forward, implementing such reforms will require considerable time and state effort. Amid ongoing conflict, it is crucial to strike a balance between securing necessary military personnel and maintaining economic stability to prevent adverse social consequences.

As the government considers tightening mobilization rules, the need for a balanced approach becomes increasingly evident. Recent changes in mobilization deferment regulations aim to prevent abuse while enhancing military capabilities. However, as Gorbenko points out, these measures may inadvertently escalate draft evasion, highlighting the complexity of ensuring both military readiness and economic stability.
