Russian Intelligence Services Intensify Operations

According to ХВИЛЯ: Ukraine's Security Service (SBU) reports a surge in activity by Russian intelligence operatives who are recruiting Ukrainian citizens by posing as members of Ukrainian law enforcement agencies. The ultimate aim of this recruitment is to coerce individuals into committing arson, sabotage, and other criminal acts. Russian agents employ various methods of psychological pressure to achieve their objectives.

The SBU has documented instances where Russian operatives call or message people, falsely identifying themselves as employees of the SBU, the Defence Intelligence of Ukraine (GUR), the National Anti-Corruption Bureau (NABU), the National Police, and other law enforcement bodies. Common tactics include sending fake summonses via messaging apps and attempting recruitment through dating websites, where they seek to obtain Ukrainians' personal data.

Criminal Tasks and Coercion

Russian intelligence services frequently blackmail their targets with threats of criminal prosecution-for example, over the alleged 'purchase of medicines on Russian websites'-and then demand money to supposedly close fabricated 'criminal cases'. The tasks assigned by these fake law enforcement officers are explicitly criminal in nature, including:

  • arson of administrative buildings;
  • arson of vehicles belonging to the Defence Forces;
  • surveillance of military personnel or equipment;
  • manufacturing improvised explosive devices;
  • transporting suspicious packages from one address to another.

The SBU reiterates its call for citizens to practice information security and exercise extreme caution when contacted by unknown individuals. To report such proposals, the SBU hotline 0800501482 and the Telegram chatbot t.me/spaly_fsb_bot are operational. 'In return, the individual is then compelled to carry out the assigned tasks,' the SBU stated, underscoring the gravity of the situation. This campaign is part of a broader hybrid warfare strategy aimed at sowing chaos and fear within Ukrainian society.

This intensification of Russian intelligence activity highlights the tense security environment in Ukraine and attempts to destabilize the internal situation through manipulation and blackmail. The SBU's appeals for vigilance and information hygiene are intended to raise public awareness of potential threats, which can help prevent criminal acts and stop Ukrainians from being drawn into dangerous situations.
