According to Главком: Ukraine's Security Service (SBU) has carried out a second consecutive strike on Russian oil infrastructure near Perm, hitting facilities at one of the country's largest refineries, the Lukoil-Permnefteorgsintez plant. The attack targeted the AVT-4 processing unit and the Perm linear production dispatch station, sparking new fires at these sites. This is part of a broader Ukrainian campaign to degrade Russia's energy and logistics capabilities supporting its war effort.

The strike was executed using drones operated by the SBU's Alpha Special Operations Center. Located over 1,500 kilometers from Ukrainian territory, the Lukoil-Permnefteorgsintez refinery has an annual capacity of roughly 13 million tons.
