According to Главком: Ukraine's Security Service (SBU) counterintelligence prevented a series of terrorist attacks in Kharkiv by detaining an FSB agent who was preparing bombings. The arrest took place in June 2026 in a rented apartment, where the agent was on a video call with a Russian intelligence officer. It was revealed that the FSB's mission was carried out by a recruited unemployed resident from the Kirovohrad region, who came to the attention of Russian special services while seeking 'easy money' on Telegram channels.
Agent's Plans and Arrest Outcome
The agent received instructions to build two improvised explosive devices (IEDs), based on 12 kg of explosive material. According to case materials, the finished bombs were to be planted in the central part of the city to 'report back' to the FSB handler. The occupiers hoped to detonate the devices during peak hours, when civilian crowds are largest on Kharkiv's streets.
SBU officers uncovered the hostile plot in advance and caught the agent red-handed. During searches, authorities seized over 12 kg of explosives, components for the IEDs, and mobile phones that the agent had been swapping to conceal communications with the FSB. The suspect has been notified of suspicion under Article 14, Part 1, and Article 258, Part 2 of the Criminal Code of Ukraine, which covers preparation for a terrorist act by a group of individuals acting in conspiracy.
