Ukrainian Security Service Thwarts FSB Terror Plot Targeting Business Leader in Kyiv
Kyiv Terror Attack Prevented
According to Главком: The Ukrainian Security Service (SBU) and the Prosecutor General's Office have prevented a terrorist attack in Kyiv, which was being prepared by Russia's Federal Security Service (FSB) against a leader of the Federation of Employers. The perpetrator, a Ukrainian citizen from the temporarily occupied part of the Donetsk region, was detained during the preparation stage. He has been formally charged with high treason and attempted terrorism and is being held in pre-trial detention. This incident highlights the persistent threat of Russian intelligence operations within Ukraine's borders.
Perpetrator's Actions and Arrest
The individual was recruited in the autumn of 2025. According to law enforcement, after arriving in the capital, he surveilled his intended victim near their residence, altered his appearance, and regularly reported to his handler. The plan was for him to use an improvised explosive device when the official exited their building. Law enforcement disrupted the plot during its preparatory phase and arrested the perpetrator, as stated by the Prosecutor General's Office.
In a separate but related development, an employee of a defense plant in the Dnipropetrovsk region was detained on suspicion of passing data about weapons testing to Russian special services. Furthermore, in the Kyiv region, an agent network of Russia's Main Intelligence Directorate (GRU) was neutralized. This network was preparing a series of assassinations targeting Ukrainian military command representatives and public figures. The network's coordinator was a career officer of Russian intelligence with the call sign "Meteor," and the group included four recruited individuals, among them an active law enforcement officer.
These events underscore the intensification of Russian intelligence activities in Ukraine and the threat they pose to state security, particularly within the context of the ongoing military aggression. The arrest of the would-be terrorist and the dismantling of agent networks demonstrate the efforts of Ukrainian law enforcement in combating terrorism and conducting counterintelligence, which is critically important for maintaining stability in the country.
The recruitment of Ukrainian citizens to carry out hostile missions also highlights the need for increased public awareness and vigilance regarding potential security threats from within.
The ongoing efforts of the Ukrainian Security Service to dismantle Russian espionage networks are increasingly crucial. Recently, a Russian operative was apprehended in Rivne for attempting to plant an explosive device, further illustrating the persistent dangers posed by foreign intelligence activities in Ukraine.
