According to ХВИЛЯ: In a striking act of defiance, Bruno Kahl, the head of Germany's foreign intelligence service (BND), refused to evacuate from Kyiv despite the imminent threat of a Russian invasion. His aircraft had landed in the Ukrainian capital late on the evening of February 23, 2022. Shortly after his arrival, the German ambassador to Ukraine received orders from Berlin to urgently evacuate all diplomatic personnel via a motor convoy. Kahl, however, chose to stay, citing meetings scheduled for the following day. This decision placed him at the heart of the crisis as tensions reached a breaking point.

A Sudden Reversal

Those planned meetings never took place. On the morning of February 24, the day the invasion began, it became known that American, British, and Polish intelligence services had confirmed Russia had issued the order to attack. Consequently, Kahl had to be urgently evacuated from Kyiv with the assistance of Polish intelligence. The evacuation process unfolded on roads clogged with Ukrainians fleeing the war, underscoring the critical and chaotic situation in the country at that moment.
