No Kyiv Visit for U.S. Special Envoys

According to ХВИЛЯ: Steve Witkoff and Jared Kushner, special representatives of U.S. President Donald Trump, have not scheduled a trip to Ukraine’s capital despite earlier promises. In contrast, they have made repeated journeys to Moscow for talks with Russian President Vladimir Putin. Notably, neither Witkoff nor Kushner has ever visited Ukraine. Negotiations between the parties have been stalled for over two months, with the last round of trilateral discussions taking place on February 16.

Reasons Behind the Delayed Visit

A meeting originally planned for late February was postponed. Factors contributing to the delay include:

  • the American envoys’ involvement in negotiations with Iran;
  • logistical challenges associated with traveling to Kyiv by train.

A senior Ukrainian official remarked,

“They have repeatedly promised to come to Kyiv but have yet to do so even once.”

Ukrainian President Volodymyr Zelenskyy expressed his frustration, stating,

“It shows disrespect-going to Moscow while avoiding Kyiv.”

Since Russia launched its full-scale invasion in 2022, Ukraine’s airspace has been closed, severely limiting options for international travel. Rail remains the only viable route to Kyiv. Meanwhile, Russia demands that Ukrainian forces withdraw from parts of Donbas currently under Kyiv’s control, while Ukraine insists on freezing the existing front line. One Ukrainian official noted:

“The Russians insist they want the entire Donbas; our position is to find a reasonable solution. So it’s unclear why Trump’s envoys would travel such a distance just to hear the same arguments again.”

Currently, the situation in the U.S. is not working in their favor, especially given the conflict in Iran, which also affects their capacity to conduct negotiations. As one source familiar with the matter put it,

“They have their own problem with having to take the train. For Witkoff, that’s a challenge.”

An American official added,

“He hasn’t been confirmed yet,”

highlighting the uncertainty surrounding future negotiation plans.

Overall, the trilateral talks remain deadlocked, and progress toward resolving the conflict in Donbas is far from certain.

The absence of a Kyiv visit by U.S. special envoys may signal growing complications in international diplomacy in the region, which in turn could affect stability in Ukraine.
