U.S. Negotiations with Ukraine and Russia

According to ХВИЛЯ: The United States is actively advancing a timeline aimed at concluding the active combat phase of the war in Ukraine by the start of summer 2026. American officials have proposed that the parties reach a final settlement by June 2026, developing a detailed, phased schedule of decisions known as a Sequence Plan. In connection with this, a meeting between Ukrainian and Russian negotiation teams is planned on U.S. soil, likely in Miami, and could occur as soon as next week. Kyiv has already agreed to this meeting, while Moscow has paused to coordinate its position with the Kremlin. This diplomatic push comes amid a protracted conflict that has had significant global economic and security repercussions.

Core Negotiation Issues

A central issue in the talks remains the demarcation line. Russia demands the complete withdrawal of Ukrainian forces from the territory of the Donetsk region, whereas Ukraine insists on formalizing the current frontline. President Volodymyr Zelenskyy noted that:

“Russia wants our exit from Donetsk, but we have said the most reliable position is 'we stand where we stand'.” - Volodymyr Zelenskyy

The American side has proposed a compromise option. However, the Ukrainian president expressed doubts about the sincerity of Russian intentions, stating: “There are changes in their rhetoric. But trust in them is zero.”

Furthermore, the United States has proposed:

  • Halting strikes on energy infrastructure for the duration of the negotiations;
  • A reciprocal de-escalation of hostilities.

Russia has not yet responded to the proposal for an 'energy truce.' The U.S. has also agreed to participate directly in monitoring any future ceasefire. Military representatives from both sides discussed the technical details of such monitoring at a meeting in the UAE on February 4-5. The most difficult issues may be elevated to a trilateral meeting of the leaders of Ukraine, the U.S., and Russia.

American officials have expressed a willingness to do everything possible to end the war, as stated by Volodymyr Zelenskyy:

“The Americans say they want to get everything done by June.” - Volodymyr Zelenskyy

While negotiations continue, both sides are assessing their positions and seeking avenues to achieve peace in the region.

The planned talks in the U.S. could mark a significant step toward resolving the conflict in Ukraine, offering both parties a chance to discuss their positions in a neutral setting. The U.S. proposal to halt attacks on energy infrastructure demonstrates a desire for de-escalation, though tangible results hinge on Russia's readiness for compromise. The strategic decisions made in these negotiations could profoundly influence the future trajectory of the situation in the region and international relations.
