USA demands peace from Ukraine: what the American-Russian plan contains

According to ХВИЛЯ: Washington is threatening to cease the exchange of intelligence and supply weapons to Ukraine to compel Kyiv to accept the American-Russian peace plan. The USA demands Ukraine sign a framework agreement by next Thursday, and the pressure from Washington is the strongest it has ever been during peace negotiations.

The 28-point plan from the USA includes demands from Russia, specifically:

  • Kyiv must cede territories;
  • limit the size of the army;
  • abandon NATO membership.

Important elements of the plan include recognizing Crimea, Luhansk, and Donetsk regions as de facto Russian. Additionally, Ukraine must hold elections within 100 days. A delegation of American military officials met with Volodymyr Zelensky in Kyiv, underscoring the seriousness of Washington's intentions.

Despite the pressure from the USA, German Chancellor Friedrich Merz, French President Emmanuel Macron, and British Prime Minister Keir Starmer rejected key elements of the plan. European leaders are also planning to meet at the G20 summit in South Africa to discuss the situation. At the same time, the European Union is unable to agree on a mechanism to unlock 140 billion euros to support Ukraine, creating additional difficulties.

The UK has also planned to offer Ukraine separate security guarantees. US President Donald Trump approved the 28-point peace plan on November 19, which requires Ukraine to give up the rest of Donbas, reduce armed forces, and abandon certain weapons. The document also proposes dialogue between Russia and NATO mediated by the USA.

"They want to stop the war and want Ukraine to pay the price," experts emphasize.

Meanwhile, it is important for "the armed forces of Ukraine to remain capable of defending the country's sovereignty." This situation raises questions about the further actions of Ukraine and the international community in the face of increasing pressure from the USA.

In the current pressure from the United States, Ukraine finds itself facing a difficult choice that may affect its sovereignty and territorial integrity. Rejecting key requirements of the peace plan may lead to further isolation of Ukraine on the international stage, while accepting Washington's conditions may threaten national security. Further negotiations at the G20 summit could be decisive in shaping a unified European approach to this issue, as the support for Ukraine in these challenging circumstances depends on the stance of European leaders.
