U.S. Warning Follows Ukrainian Attack on Key Russian Port
According to Главком: In November 2025, a senior U.S. State Department official contacted Ukraine's Ambassador to the United States, Oksana Markarova, following a Ukrainian drone attack on the port of Novorossiysk. The strike, carried out on the night of November 14, targeted infrastructure of the Caspian Pipeline Consortium, a major Russian taxpayer, damaging an oil depot at the Sheskharis transshipment complex and coastal facilities. This pipeline is a critical conduit for Kazakh oil exports to global markets.
The assault on Novorossiysk forced a temporary halt to oil shipments, which had been moving at a rate of 2.2 million barrels per day. This volume accounts for roughly 2% of the world's daily oil supply. In the aftermath, global oil prices rose by more than 2%.
Ambassador Markarova relayed the warning she received from the State Department:
