Ukraine Against Domestic Violence: Key Changes and New Strategy by 2030

According to Міністерство соц. політики: As of early October 2025, the National Social Service recorded 90,288 cases of domestic violence compared to 181,904 in 2024. Of these, 78% of reports were submitted by women.

In 2024, 98 communities received subsidies amounting to nearly 170 million UAH to expand support networks: 4 new specialized services were opened, and 94 communities acquired vehicles for mobile teams, including in the conflict zone in the east.

Ukraine has 1,118 specialized services, including shelters, day centers, crisis rooms, counseling services, mobile teams, and hotlines.

In 2024, legislation was improved: all services are required to assess risks, and the Ministry of Social Policy is developing appropriate forms. The National Service, in collaboration with the UN Population Fund, monitors the effectiveness of service operations.

The Ministry of Social Policy is reviewing family support programs and the integration of parenthood with career to prevent violence.

Ukraine is also working on a new strategy by 2030 to comply with EU Directive 2024/1385 and harmonize legislation with European law.

Ukraine is actively strengthening its domestic violence prevention system by reforming legislation and developing support networks for victims. The implementation of new strategies and collaboration with international partners will contribute to further combating this problem in the future.
