According to ХВИЛЯ: As of the end of November 2025, 4.33 million citizens of Ukraine had temporary protection status in European Union countries. This is an increase of 30,600 people compared to October, representing a growth of 0.7%.

Among the leading countries with the highest number of Ukrainian refugees, Germany has the highest figure with 1.24 million individuals holding temporary protection status. Poland ranks second with 968.8 thousand Ukrainians who have received this status, while the Czech Republic is third with 392.7 thousand refugees. In November 2025, 53,735 decisions on granting temporary protection were made, which is 32.5% less compared to September. This indicates a slowdown in the issuance of new permits.

Demographic indicators among Ukrainian refugees

Among the population of Ukrainian refugees in the EU, the share of:

  • adult women is 43.6%
  • minors is 30.7%
  • adult men is 25.7%

The average rate of refugees in the EU is 9.6 individuals per thousand residents. Some countries, such as France and Lithuania, are witnessing a decrease in the number of individuals with temporary protection.

The increase in the number of Ukrainian refugees who obtained temporary protection status indicates the continuation of the humanitarian crisis in Ukraine and its impact on neighboring countries. The slowdown in the granting of new permits may be a result of EU countries adapting to new conditions and possible changes in refugee policies. These data highlight the importance of supporting and integrating Ukrainian refugees into European societies.
