According to Рубрика — Суспільство: The regional conference titled "Resilience in Southern Ukraine: Coordinated Recovery and International Assistance," hosted by the Institute for the Development of Social Innovations in collaboration with the Odessa Regional Development Agency, focused on a comprehensive strategy for rebuilding communities in southern Ukraine. Delegates from Odessa, Mykolaiv, and Kherson regions participated in discussions aimed at integrating strategic planning, international funding, and public investment reforms to strengthen the region’s resilience.

The event served as a platform to explore critical initiatives, including the Swiss-Ukrainian project "Unity and Regional Development of Ukraine" (UCORD). Notably, the Dobroslav community secured international aid and grants within a year amounting to nearly twice its annual budget, highlighting the significant opportunities for collaboration with global partners.

Funding challenges were also addressed, particularly the rising costs associated with constructing shelters for educational institutions. For example, one project’s budget increased from approximately 84 million UAH to over 130 million UAH due to updated regulations and higher construction expenses, emphasizing the need for flexibility in implementing vital social projects.

The Situation in Darivska Community

Special focus was given to the Darivska community in Kherson Oblast, which endured over nine months under occupation and frequent shelling. International support for this community prioritizes civilian safety, evacuation efforts, and maintaining communication with local administrations. This initiative is part of the "Impulse" project, managed by the International Renaissance Foundation and the East Europe Foundation, with funding from Norway (Norad) and Sweden (Sida).

Conference participants stressed the importance of adopting a systemic approach to community challenges. Marina Bryl highlighted,

"The priority is not to react impulsively to issues but to approach them strategically, starting with a clear plan."

Andriy Dyakiv added, "While previous efforts focused on learning to develop strategies, the next phase must concentrate on effective implementation."

Olha Hvozdik drew attention to the emergence of new tools through ongoing reforms, stating, "New instruments bring new systems, requiring communities to continuously adapt and master their use." Vitalii Rastorguev underscored the vital role of agencies, saying, "These organizations should evolve beyond mere project writing to become collaborative hubs that empower communities and businesses to engage as full partners with international organizations."

Overall, the "Resilience in Southern Ukraine" conference marked a significant advance in establishing a coordinated framework for community recovery that optimizes international aid and supports long-term regional development. Participants agreed that a systemic recovery approach is essential not only for rebuilding infrastructure but also for strengthening social cohesion and improving residents’ quality of life amid ongoing challenges.

In light of the ongoing discussions around community resilience, the recent South Ukrainian IDP Councils Forum in Odesa also addressed crucial challenges and strategies aimed at enhancing local impact. This event highlighted the importance of coordinated efforts among local authorities and international partners, further underscoring the need for a unified approach to support displaced individuals and rebuild affected communities.
