Scholarships in Ukraine will double from September 1, 2026: what amounts and who will receive them

Student scholarships in Ukraine will double from September 1. The minimum academic payment for university students will be 4000 hryvnias, the increased amount will reach 5820 hryvnias, and the presidential one will be 20 thousand. Which scholarships will students receive from September 1, 2026

The minimum academic scholarship for students of higher education institutions will increase from 2000 to 4000 hryvnias per month. The increased academic payment for outstanding achievements will be 5820 hryvnias instead of the current 2910 hryvnias.

Other state scholarships will also double:

• presidential: from 10,000 to 20,000 UAH;

• Verkhovna Rada scholarship: from 4400 to 8800 UAH;

• Cabinet of Ministers scholarship: from 4000 to 8000 UAH;

• industry scholarship: from 2550 to 5100 UAH;

• increased industry scholarship: from 3710 to 7420 UAH.

The new payment amounts are confirmed in a statement by the Cabinet of Ministers. Regular academic scholarships are awarded to budget-funded students based on their academic performance, while named scholarships are assigned according to separate rules.

For college students, the minimum academic scholarship will be increased from 1510 to 3020 hryvnias, and the payment for outstanding achievements from 2197 to 4394 hryvnias. The presidential scholarship will amount to 15,200 hryvnias, and the Verkhovna Rada scholarship will be 6640 hryvnias.

Industry payments in colleges will increase to 3860 hryvnias, and increased payments to 5618 hryvnias. Thus, the doubling will cover both university students and those pursuing vocational pre-higher education.

Who can receive the presidential scholarship of 20 thousand

According to the head of the subcommittee of the Verkhovna Rada on youth policy, Iryna Borzova, entrants who score at least 185 points in each subject of the NMT will be eligible for the 20 thousand hryvnias payment.

It is expected that about 1% of applicants in 2026, approximately 3000 people, will meet this requirement. At the same time, the awarding of such payments does not occur automatically just by achieving a high score: the final lists will be formed according to the scholarship program regulations.

For contract students, state co-financing of education will continue. The grant amount will depend on the results of NMT in two subjects:

• from 17,000 hryvnias per year with a score above 150 points or above 140 for certain specialties;

• from 25,000 hryvnias per year with a score above 170 points.

This money will be directed to partial payment of the contract, not paid to the student monthly. Applicants from frontline and temporarily occupied territories can conduct interviews instead of the NMT. They are also provided with grants and one-time assistance of 50 thousand hryvnias with the support of the UN and UNICEF.
