Ukraine's Weight Violation Statistics: A Closer Look

According to Главком: In the first five months of 2026, Ukraine's automated weigh-in-motion (WIM) systems recorded 1,388 weight limit violations, generating total fines of 19.2 million hryvnias. This marks a 1.8-fold drop in violations compared to the same period in 2025, when authorities issued roughly 480 citations each month. By 2026, that monthly average had fallen to 280. The average fine from January to May 2026 stood at 13,800 hryvnias, slightly above the 2025 average of 13,100 hryvnias. For context, Ukraine introduced WIM technology in autumn 2021 to automate enforcement and protect road infrastructure from damage caused by overloaded vehicles.

Top Regions for Violations

The Dnipropetrovsk region recorded the highest number of weight violations, with 181 citations totaling 2.75 million hryvnias. Other regions rounding out the top three included:

  • Vinnytsia Oblast: 159 citations worth 2.17 million hryvnias
  • Poltava Oblast: 155 citations totaling 2.24 million hryvnias

Interestingly, the Kirovohrad region reported only 5 violations, yet its average fine reached nearly 20,000 hryvnias-the highest among all regions. Lviv Oblast also saw elevated penalties, with an average fine of approximately 19,000 hryvnias. Meanwhile, the Mykolaiv region experienced a fourfold increase in citations compared to the same period in 2025. Currently, Ukraine operates 62 WIM complexes, with the highest concentration-8 units-located in the Kyiv region. The system's record year was 2023, when it issued 12,993 citations totaling 196.2 million hryvnias.

Separately, a bill has been registered in the Verkhovna Rada proposing a penalty-point system for drivers. Under this plan, offenders would receive 1 to 5 points depending on the severity of their traffic violation.

The decline in weight violations may signal that Ukraine's automated weighing system is proving effective. Designed to improve road safety and curb infrastructure damage from overloaded trucks, the WIM network appears to be changing driver behavior.

If adopted, the new penalty-point system could further encourage compliance with traffic laws and increase driver accountability on the road.
