Scholarship Increases in Ukraine from 2026

According to ХВИЛЯ: Starting September 1, 2026, university and college students in Ukraine will see a major boost in both academic and named scholarships. Monthly payments are scheduled to double, as confirmed by Ukraine’s Ministry of Finance. The 2026 state budget allocates 6.6 billion hryvnias for this purpose-an increase of 1.2 billion hryvnias compared to the previous year. This move is part of broader efforts to support higher education amid ongoing economic pressures.

Key Scholarship Changes for Universities and Colleges

Among the main adjustments to university student stipends:

  • The Presidential Scholarship of Ukraine rises from 10,000 to 20,000 hryvnias per month;
  • The Verkhovna Rada Scholarship increases from 4,400 to 8,800 hryvnias;
  • The Cabinet of Ministers Scholarship goes up from 4,000 to 8,000 hryvnias;
  • The minimum academic scholarship at universities grows from 2,000 to 4,000 hryvnias;
  • Enhanced academic scholarships for outstanding achievements will reach 5,820 hryvnias;
  • Sector-specific payments at universities will be 5,100 hryvnias;
  • Enhanced sector-specific payments will total 7,420 hryvnias.

College students will also benefit from substantial increases:

  • The Presidential Scholarship climbs from 7,600 to 15,200 hryvnias;
  • The Parliamentary Scholarship moves from 3,320 to 6,640 hryvnias;
  • The minimum academic payment at colleges doubles from 1,510 to 3,020 hryvnias;
  • Enhanced academic scholarships will hit 4,394 hryvnias;
  • Sector-specific scholarships at colleges will be 3,860 hryvnias;
  • Enhanced sector-specific scholarships will stand at 5,618 hryvnias.

This significant rise in stipends reflects the Ukrainian government’s push to support students and make education more accessible. Such changes are expected to improve youth motivation for learning and enhance living conditions for students-a critical factor given today’s economic challenges. Additionally, these measures could attract more applicants to higher education institutions, thereby strengthening the country’s educational sector.
