Obligations for Housing Subsidy Recipients

According to ХВИЛЯ: Individuals receiving housing subsidies in Ukraine must inform the Pension Fund of any changes affecting their eligibility within 30 days. This includes alterations in property status, family composition, social standing, or the terms of their utility services. Adhering to this deadline is crucial to avoid potential disruptions in subsidy payments.

Under the new regulations, the notification period to the Pension Fund of Ukraine is set at 30 calendar days from when a change occurs. If a subsidy was granted for housing space exceeding the norm, it is subject to immediate review upon any change to the original qualifying conditions. This means any development that could impact the subsidy must be reported to the relevant authority without delay.

Key Changes Requiring Notification

Subsidy recipients must pay close attention to several key aspects that require prompt notification to the Pension Fund. These include:

  • Purchasing (or acquiring ownership rights to) property worth over 100,000 hryvnias;
  • Acquiring a new vehicle;
  • Opening a deposit account or purchasing bonds exceeding 100,000 hryvnias;
  • Buying foreign currency or bank metals totaling over 50,000 hryvnias;
  • Purchasing energy-generating equipment costing more than 150,000 hryvnias.

It is also mandatory to inform the Pension Fund about changes in the number of registered individuals or family members, shifts in social status such as retirement or employment of an unemployed member, and if any family member stays abroad for more than 60 days. Furthermore, the Fund must be kept updated on changes related to utility services, including modifications to the list of services or their terms, a change in the building manager, or the establishment of a homeowners' association (OSBB). Notification is also required if a third party or the local budget begins covering utility costs.

These adjustments to the subsidy rules are part of the Ukrainian government's efforts to improve the social assistance system and enhance its efficiency. This policy aims to ensure that limited public funds are directed to those most in need, especially during a period of significant economic strain. Timely reporting of status changes or significant financial transactions helps prevent misuse of the system and safeguards the continuity of support for eligible households.
