Ukraine’s Housing Subsidies from May 2026: Who Gets Automatic Payments and Who Must Apply in Person
A New Phase for Housing Subsidy Calculations in Ukraine
According to ХВИЛЯ: Starting in May 2026, Ukraine will enter a new phase for calculating housing subsidies, running through the end of April 2027. This announcement came from the Main Directorate of the Pension Fund in the Zakarpattia region. For most citizens, the transition to the summer payment schedule will happen automatically. However, specific groups will need to submit personal applications to continue receiving benefits.
The non-heating season runs from May 1 to September 30, while the heating season spans October 1 to April 30. The automatic recalculation does not apply to everyone. For instance, tenants renting housing must apply in person to qualify for a subsidy. Internally displaced persons who have changed their place of residence are also required to submit documents individually. The same applies to households where the number of actual residents is lower than the number registered, as well as to those needing assistance to purchase solid fuel, liquid fuel, or liquefied gas.
Changes in Subsidy Calculations
Experts from Ukraine’s Pension Fund highlighted that
“for certain categories of citizens, the housing subsidy for the next season is granted only upon application.”
Additionally, subsidy recipients must notify the Pension Fund of any changes that could affect their eligibility within 30 calendar days. These circumstances include:
- changes in property or financial status,
- a family member’s prolonged stay abroad,
- changes in household composition.
Applications for subsidies can be submitted in several ways: in person at a Pension Fund service center, a Administrative Service Center (TsNAP), or through authorized representatives of local communities; remotely via postal mail; or online through the Pension Fund’s e-services web portal, mobile app, or the Diia platform.
“Households eligible for payments will have their subsidy amount for the 2026 non-heating season calculated automatically,”
the directorate emphasized.
Thus, starting in May 2026, Ukrainian citizens can expect a new phase in housing subsidy distribution, featuring both automatic payments and a requirement for personal applications from certain population groups.
