New criteria for obtaining housing subsidies in Ukraine

According to ХВИЛЯ: Starting from 2026, new criteria for obtaining housing subsidies are in effect in Ukraine. State assistance will be provided to families whose utility expenses exceed 20% of their total income. However, there are specific conditions under which subsidies may be canceled.

Reasons for subsidy cancellation

One of the main reasons for canceling a subsidy is the discovery of large purchases amounting to more than 50 thousand hryvnias within the year prior to applying for assistance. At the same time, there are exceptions for large purchases:

• expenses for medical treatment;
• purchase of new housing if the old one was sold no later than six months prior;
• purchase of foreign currency in the amount of more than 50 thousand hryvnias.

Having a bank deposit of more than 100 thousand hryvnias is another basis for the cancellation of a subsidy. Owners of cars younger than 5 years or those who have two or more vehicles younger than 15 years may also lose their right to receive assistance. Another reason for cancellation is the size of the housing: if an apartment exceeds 130 square meters or a house exceeds 230 square meters, this may lead to the loss of the subsidy.

In addition to the aforementioned reasons, owning more than one housing unit can also be a basis for cancellation. Additionally, having overdue alimony debts for more than three months or failure to return an excessively paid subsidy are grounds for the cancellation of assistance.

To receive subsidies, Ukrainians can apply through the 'Diia' portal, on the Pension Fund of Ukraine's electronic services web portal, or in person at Pension Fund branches or administrative service centers.

The innovations in the rules for obtaining housing subsidies in Ukraine are aimed at optimizing state expenses and improving the targeting of assistance. The introduction of specific criteria for subsidy cancellation may affect the financial condition of many families who previously received this assistance, as the new requirements may lead to a loss of entitlement to subsidies for those with significant assets. On the other hand, this may encourage citizens to manage their finances and assets more carefully.
