Court Mandates Demolition of 33 Structures in Holosiivskyi Park

According to Главком: Law enforcement authorities in Kyiv have halted a scheme involving the illegal construction of homes on protected land within the Holosiivskyi National Nature Park. On a plot exceeding three hectares in the 'Haiok' tract, 33 garden houses were erected. The Prosecutor's Office, concerned by these actions, filed 33 lawsuits demanding the demolition of the illegally built structures and the cancellation of their property registrations.

Investigation and Consequences

Courts have already ruled in favor of 10 of these lawsuits, with six of those verdicts now legally binding. A criminal investigation has been opened into the unauthorized construction, which falls under specific articles of the Ukrainian Criminal Code, as well as for the use of forged documents. Indictments against those involved are already being considered by the courts.

Among the individuals under investigation is a 46-year-old former chairman of the association responsible for the development, who has been notified of suspicion regarding the seizure of land on Zhukov Island. Notably, the Kyiv City Council holds a 10% stake in this association. This firm stance against illegal construction marks a significant step in preserving the capital's natural resources. This case highlights Ukraine's ongoing efforts to combat environmental crimes and protect its national parks from encroachment.

Recall that on January 20, 2026, the High Anti-Corruption Court delivered a guilty verdict against former President Viktor Yanukovych for seizing a 17.5-hectare plot of state forest land. The estimated value of this land exceeded 22 million hryvnias. Yanukovych was sentenced to 15 years in prison with confiscation of property.

Therefore, the halt of illegal construction in Holosiivskyi Park and the subsequent court proceedings demonstrate the proactive position of law enforcement in defending Kyiv's ecologically valuable areas.

The events surrounding the illegal development in Holosiivskyi Park underscore the critical importance of preserving natural spaces amidst continuous urban environmental pressures. The measures taken by law enforcement and the resulting court rulings may serve as a precedent for combating similar cases, signaling the state's readiness to protect natural resources. This incident also serves as a reminder of the necessity for strict oversight of land use, particularly within protected zones.
