Clash Erupts in Rivne Involving Military and Civilian

According to Рубрика — Суспільство: On September 23, a confrontation took place in Rivne involving servicemen from the Territorial Recruitment and Social Support Center and a 40-year-old man who had violated military registration protocols, alongside other civilians. During the altercation, the military personnel used offensive language, obstructed traffic, and engaged in a physical dispute. Law enforcement detained three servicemen who, according to the investigation, became involved in a dispute with the man while checking his military registration documents.

The servicemen reportedly smashed a car window, sprayed the man in the face with a pepper spray, and attempted to forcibly remove him from the vehicle. When the man resisted, he was beaten, sustaining injuries including a closed traumatic brain injury, bruises and contusions on his head, as well as chemical burns to his eyes. The detained servicemen are currently held in a detention facility, with authorities deciding on formal charges.

Legal Actions and Corruption Investigations

A criminal case has been initiated under Part 4, Article 296 of the Criminal Code of Ukraine, which carries imprisonment from three to seven years. Additionally, the head of a department at the Bila Tserkva District Territorial Recruitment and Social Support Center in the Kyiv region has been charged for failing to report the subordinate’s crime.

This incident occurs amid the ongoing "Honest Draft" operation previously conducted by the State Bureau of Investigation. The campaign targets corruption within territorial recruitment and social support centers across Ukraine. Numerous searches have been carried out nationwide, uncovering schemes related to draft evasion, illegal removal from military registration, and bribery.

This event highlights the tensions inherent in Ukraine’s military registration and mobilization processes, as well as the deep-rooted corruption challenges within military institutions.
