Bulk Carrier Caffa Detained in Sweden

According to Главком: Sweden's Ystad District Court has ordered the seizure of the bulk carrier Caffa following a request from Ukrainian prosecutors. The vessel is suspected of illegally transporting goods from Ukraine's temporarily occupied territories. To conceal its operations, the Caffa allegedly used a false registration under the name Guinea False. This marks the first time a foreign court has approved the arrest of a ship based on a Ukrainian prosecutor's request for international legal assistance.

The Caffa is accused of systematically violating regulations governing entry to and exit from Ukraine's occupied areas. On March 12, 2026, the Office of the Prosecutor General of Ukraine submitted a formal request to the Ministry of Justice of Sweden. Ukrainian authorities sought permission to search the vessel, interrogate its captain and crew, and place the Caffa under arrest.

Broader Context and Official Comments

This arrest comes amid reports that Russia has expanded its shadow fleet to transport sanctioned liquefied natural gas. Among four tankers Moscow is now using are vessels previously owned by Oman. For instance, the tanker Kosmos recently docked near Murmansk and is believed to have loaded LNG. Three other former Omani ships-Mercury, Orion, and Luch-are also engaged in transporting raw materials.

Ruslan Kravchenko, a representative of the Ukrainian prosecutor's office, commented: 'Today, this process reached a significant procedural milestone-the court approved the arrest of the vessel. This is a concrete outcome of international legal cooperation between Ukraine and our partners. Daily work, information exchange, and the collection and transfer of additional evidence have paid off: the ship is now under arrest.'

The seizure of the Caffa represents a crucial step in Ukraine's efforts to combat the illegal removal of resources from its temporarily occupied territories. This case also highlights the effectiveness of cross-border legal cooperation in addressing offenses linked to Russia's aggression. Such actions could set a precedent for other nations facing similar challenges, underscoring the importance of global solidarity with Ukraine in this context.

In light of recent legal developments, such as the Kazakhstan court ruling favoring Ukraine's Naftogaz, the seizure of the Caffa underscores the growing momentum of international legal action supporting Ukraine's sovereignty. This trend highlights the increasing collaboration between Ukraine and its allies in addressing violations related to the conflict and the ongoing efforts to hold accountable those exploiting occupied territories.
