According to hvylya.net: US State Department spokesperson Tammy Bruce reported that the possible sanctions that President Donald Trump is threatening against Russia have affected dictator Vladimir Putin's position regarding negotiations. She noted that Putin is trying to prolong the negotiation process, but the situation has changed due to the possible sanctions that the White House plans to impose on Russia.
