Dynamics of Land Relations in Ukraine in 2025

According to ХВИЛЯ: In 2025, information about more than 501.8 thousand land plots was entered into the State Land Cadastre. This significant volume of data indicates the activation of processes related to land relations in Ukraine. Moreover, about 8 million certificates of normative monetary valuation were issued, highlighting the growing interest in the land market.

As part of the cadastre update, the boundaries of 505 administrative and territorial units and 77 territorial communities were entered. This indicates a systematic approach to the registration of land plots, which, in turn, may positively influence the development of the land market. It is also important to note that during this period, 151 measures for the protection of land and soils were registered, indicating a focus on the ecological aspects of land use.

State of the Land Market and Its Impact on the Economy

The database of the land cadastre has been updated by 60% since the opening of the market. This indicates that the land market in Ukraine continues to develop, and its transparency is increasing. The average cost of a hectare of agricultural land in Ukraine in the summer of 2025 amounted to 60.7 thousand hryvnias. The price per hectare varies by region:

  • in western Ukraine, particularly in Ivano-Frankivsk and Lviv regions - 70-90 thousand hryvnias;
  • in frontline areas, such as Zaporizhzhia and Donetsk - 30-35 thousand hryvnias.

It is noted that legal entities account for more than one-third of the demand in the land market. This may indicate that enterprises are actively attracting land resources for the development of agriculture and other industries, which, in turn, can positively impact the economy. Overall, the activation of land relations and the increase in the number of registered plots and issued certificates are important signals for all participants in the land market in Ukraine.

The increase in activity in the field of land relations and the registration of land plots in Ukraine indicates trends towards improving the investment climate in the agricultural sector.

These changes may contribute not only to the development of agriculture but also to overall economic growth, as greater transparency and accessibility of the land market attract new investments and improve conditions for business.
