According to Главком: Official data shows Ukraine's state border was crossed 37,088,261 times in 2025. Ukrainian citizens accounted for 86% of these crossings. In total, Ukrainians entered the country 18.4 million times and exited 18.7 million times over the year.

The average number of monthly border crossings was approximately 2.7 million, marking an increase from previous years when the monthly figure hovered around 2.5 million.

Departures and Returns of Citizens

Throughout 2025, 16.1 million citizens departed Ukraine, of whom 15.8 million returned. This results in a net difference of 290,000 people who did not return, a lower figure compared to 2024, when nearly 443,000 individuals did not come back.

It is important to note that over the four years of full-scale war, 3.1 million citizens officially left and did not return, with 72% of this total departing in the first year of the full-scale invasion. These figures highlight the profound demographic impact of the ongoing conflict.

The rise in border crossings indicates a significant increase in mobility among Ukrainians, likely driven by the search for opportunities abroad, as well as the need for rest and family visits.
