According to ХВИЛЯ: In 2025, Ukraine's state budget received $52.4 billion in external financing. A significant part of this amount, over 70%, came from ERA Loans, which overall provided $37.9 billion. These financial resources became an important element in supporting Ukraine's economy under challenging circumstances.
Structure of Financial Aid
The structure of financial aid in 2025 included various sources of funding. In particular:
- The total contribution of the European Union within the framework of ERA Loans amounted to €18.1 billion.
- Funding from the European Union under the Ukraine Facility program amounted to $12.1 billion, of which $668 million was allocated as grants.
- Funding from the International Monetary Fund (IMF) was $912 million under the EFF program.
- $733 million was allocated from the World Bank.
- Japan provided $453 million through World Bank projects.
- The Council of Europe Development Bank allocated $232 million to support internally displaced persons.
It is important to note that a new program with the IMF for 2026-2029 is planned for $8.1 billion. The total amount of international support for Ukraine since the beginning of the full-scale invasion amounts to $168 billion, which confirms a significant level of international solidarity.
