According to hvylya.net: The head of the Kyiv City Military Administration, Tymur Tkachenko, stated that all basement premises in Kyiv that can be used as shelters should fulfill this function. The current number of shelters in the city is considered insufficient and requires expansion.

Tkachenko noted that due to the dense and chaotic development of the city, it is difficult to find places to build new shelters. Therefore, one of the solutions is to involve existing basement premises that are not yet included in the official fund of civil defense shelters, such as parking lots, basements, and other technical facilities.

'If an object is included in the shelter map, it must be open to everyone - anyone has the right to seek protection there during an air raid.'

The problem also lies with private facilities that are not included in the registry of protective structures. The owners of such premises can restrict access to the shelter, complicating the situation in emergencies.

For this reason, addressing the issue of providing the population of Kyiv with a sufficient number of shelters in case of continued aggression from Russia is relevant. Involving all basement premises into the shelter system can significantly improve the level of safety for city residents during times of danger.

The news reports that Kyiv constantly faces the problem of a shortage of shelters in emergencies. The current fund of civil defense shelters is considered insufficient, so the authorities are considering the possibility of transforming basement premises into potential shelters for the city's population. This is an important step in enhancing the security level of citizens in the face of aggression threats.
