Unveiling a Terrorist Scheme in Kyiv

According to Прокуратура Київ: In December 2025, a criminal figure and his associates orchestrated plans to carry out an attack on the buildings housing Kyiv’s Territorial Recruitment Centers (TRCs) and Social Protection (SP) offices. Authorities apprehended the perpetrator before the attack could be executed, leading to the exposure of the entire conspiracy. The mastermind behind the plot had promised a payment ranging from $15,000 to $50,000 for carrying out the operation.

Investigations revealed that the attacker was recruited by one of the suspects, an individual with significant influence within criminal networks. This executor had a prior prison history alongside the organizer and brought in another figure from the criminal underworld. The suspects themselves conducted reconnaissance on TRC and SP facilities, assessing their locations, security cameras, guards, and window bars.

Planned Methods of Attack

The group considered different tactics, including:

• setting fires
• detonating explosives

One of the perpetrators possessed an RGD-5 grenade intended to be placed inside a vehicle to trigger an explosion. However, the plot was thwarted before it could be carried out thanks to timely intervention. The Kyiv City Prosecutor’s Office has formally charged the suspects with conspiracy to commit a terrorist act.
