Bribery Scheme Uncovered in Kyiv Targeting Agroforestry Operations to Avoid State Environmental Inspections

According to Прокуратура Київ: Authorities in Kyiv have dismantled a bribery scheme involving agroforestry enterprises, where payments were extorted to prevent inspections by the State Environmental Inspectorate. Three individuals have been charged, including the acting head of one of the inspectorate’s departments, his father who is a former forestry director, and a relative employed as a forester at a state enterprise. This illicit operation has been active since June 2026, demanding monthly payments equivalent to 500 US dollars from each agroforestry business.

Case Details

According to the Kyiv City Prosecutor’s Office press service, the suspects solicited payments in exchange for promises to skip inspections, ignore illegal logging activities, and withhold reports of environmental violations from law enforcement agencies. Payments were expected by the 10th of each month. The scheme’s duration, starting in June 2026, indicates a well-organized and ongoing criminal enterprise.

On September 18, 2026, the forester was apprehended in a shopping center parking lot while receiving $2,000, representing bribes from four agroforestry entities. Later that day, under Article 208 of the Criminal Procedure Code of Ukraine, two other suspects were detained. All three were formally accused of accepting unlawful benefits combined with extortion, acting in conspiracy. The investigation is being led by the Shevchenkivskyi District and Specialized Environmental Prosecutor’s Offices in Kyiv.

This case highlights persistent corruption challenges within government bodies responsible for environmental oversight. Such illicit activities undermine efforts to detect and halt ecological violations, posing significant risks to Ukraine's natural resources. The outcome of this investigation could set a precedent for exposing similar corrupt practices across other regions of the country.
