New Digital Service in Kyiv

According to Главком: A new online service now allows parents in Kyiv to transfer their children to another public school remotely, without needing to visit the institution in person. Available on the Kyiv Services Portal, this feature lets families complete the entire transfer process digitally. It is designed for schools that have opened enrollment for transfers and withdrawals, offering a convenient and fast way to switch educational institutions.

Between 2025 and 2026, over 2,970 applications for first-grade spots were submitted through the Kyiv Services Portal. Since the start of April 2026, parents have filed more than 1,700 online applications for school admission. These numbers highlight a growing preference for digital services in education and a desire among parents to simplify their children's schooling processes.

Proposed Law on Child Vaccination

Separately, the Ukrainian government has registered a bill in the Verkhovna Rada-draft law No. 15286, titled 'On Protecting the Population from Infectious Diseases.' Filed on June 1, 2026, this legislation proposes barring children who lack mandatory vaccinations from attending schools, kindergartens, and health facilities. It aims to replace the current law, which has been in effect since 2000, and strengthen oversight of childhood immunization.

How can parents use the new school transfer service? The steps are as follows:

  • Log into your personal account on the Kyiv Services Portal;
  • Select the 'Transfer Child to a New School' option;
  • Fill out and submit an electronic application;
  • Track your application's status online.

This digital tool represents another step toward streamlining administrative processes in the capital's education sector.

The introduction of this online transfer service simplifies bureaucratic procedures within Kyiv's educational system, potentially making schooling more accessible for families. Given the rising number of online applications, it is clear that modern technology is positively shaping education by giving parents greater control over their children's learning journeys. At the same time, the new vaccination bill underscores the state's commitment to safeguarding student health, a key priority for the government.

As educational services in Kyiv continue to evolve, parents can also explore the recent enhancements made to the preschool education portal.
