Organizer of Kyiv Tree-Cutting Protest Detained; Hooliganism Charges Filed
Clash Erupts During Kyiv Protest Against Tree Removal
According to Рубрика — Суспільство: Kyiv police have arrested a 24-year-old man from Lutsk who led and coordinated a demonstration opposing the felling of trees on Teremkivska Street on September 27. The protest escalated into a confrontation with law enforcement, as demonstrators deployed pyrotechnics, pushed officers, and engaged in physical altercations. One policewoman sustained injuries during the clashes. Authorities have initiated a criminal case under Article 296, Part 3 of the Ukrainian Criminal Code (hooliganism), which carries a maximum sentence of up to five years in prison. Investigations are ongoing to clarify the circumstances and determine the roles of participants.
Protest Origins and Official Response
This demonstration was triggered by the removal of trees linked to the construction of a backup heating pipeline serving the Teremky-1 and Teremky-2 residential neighborhoods. The project began on July 31 in Kyiv’s Holosiivskyi district as part of the city’s Resilience Plan. To lay the new heating network, a section of trees had to be cleared within the construction zone. Tree-cutting activities started on July 24 in a wooded area between the 'Respublika' housing complex and the older parts of Teremkivska Street. Notably, some of these trees are over 100 years old, and the area was designated a recreational park in 2019.
The Kyiv City State Administration (KCSA) has pledged to fully restore the site after construction by planting new trees, shrubs, and other greenery. While the administration maintains there is no technically viable alternative route for the pipeline, it continues to explore options to minimize environmental damage. On August 11, work in the Teremky wooded area was temporarily suspended for two weeks to revise the project and evaluate alternatives.
Lawyers representing activist Lyubomyr Dmytryshyn, who was detained without explanation and reportedly subjected to physical force during a search, are pursuing a criminal case against the police actions. This incident has intensified concerns among residents advocating for the preservation of Kyiv’s green spaces.
This episode highlights the mounting tension between local communities striving to protect natural areas and authorities pushing forward with infrastructure developments.
The cutting of trees in historically significant park zones has sparked public outrage, as many believe alternative solutions exist. Meanwhile, the police crackdown on protesters reflects the gravity of the dispute, which risks further escalating. This case exemplifies broader challenges faced by major Ukrainian cities in balancing urban development with environmental stewardship.
The ongoing controversy surrounding the tree removal has sparked significant debate among residents and officials alike. As the protest unfolded, the Kyiv authorities issued a statement addressing the concerns about the tree-cutting activities.
