In November, Ukraine launches eExcise: what will change for business
The first public electronic system eExcise in Ukraine will undergo testing from the summer of 2025. It is created for transparent control over the circulation of alcoholic and tobacco products, without the use of state funds - this is a donor project.
Businesses will be given 10 months to test the system to prepare the market for a complete transition to electronic form. This will effectively combat corruption, control the shadow market, and increase tax revenues to the budget.
'We agreed to extend the testing period until November 1, 2026, and submit this to the Verkhovna Rada,' said Mykhailo Fedorov.
The eExcise project is being implemented with the participation of the Ministry of Finance, the State Tax Service, and the Committee of the Verkhovna Rada on Finance, Tax, and Customs Policy as part of the 'Digitalization for Growth, Integrity, and Transparency' (UK DIGIT) project.
It is planned that the testing of the eExcise system will help in the fight against corruption, ensure control over the circulation of alcoholic and tobacco products, and also contribute to increasing tax revenues to the country's budget.
