A bill has been registered in the Rada to limit the TCC without balaclavas

According to Radiotrek — Світ: The Verkhovna Rada has registered Bill No. 15459, which amends Article 22 of the Law of Ukraine on "Military Preparedness and Mobilization." The document aims to limit the circle of authorized employees of territorial recruitment centers (TCC) and establish new rules for their activities during mobilization events, in particular, prohibiting the concealment of faces, the use of physical force, and damage to citizens' property.

Main Provisions of the Bill

According to the bill, only employees of the TCC appointed by the order of the head will be able to check military registration documents and conduct notifications. This restricts the participation of third parties in checks and notifications, which aims to increase control over the compliance with procedures. It is also established that TCC employees are prohibited from wearing balaclavas or otherwise concealing their faces during mobilization activities.

Moreover, the bill provides for a ban on the use of physical force and damage to citizens' property during notifications and document checks. All actions during such events must be accompanied by continuous photo and video recording, and the recordings must be stored for at least 90 days. Cameras must be installed in transportation for delivering conscripts to the TCC.

In case of violation of the requirements for recording or work rules, further actions may be deemed impossible. The bill also provides for official investigations in case of detected violations. The innovations are aimed at ensuring transparency and legality of actions of TCC employees during mobilization activities.
