It was explained to Ukrainians who among students and college pupils may lose their deferment from mobilization. The Committee on National Security and Defense of the Verkhovna Rada considered bill No. 13634, which concerns the rights of educators and students during wartime. The main goal of the bill is to ensure support for education while preventing evasion of conscription through education.

The aim of the bill is to find a balance between the needs of the education system and the requirements of mobilization. The main idea is to maintain state support for education while simultaneously closing loopholes for evasion of military service through education.

According to the proposal, students in vocational and higher education will receive deferment provided that: they commenced their studies before reaching 25 years of age, study full-time or in a dual form, and acquire a higher level of education than previously held. For university students, deferment will apply only if they are first-time recipients of higher education and study full-time or in a dual format, subject to certain conditions.

New provisions for researchers and educators

It is also proposed to grant deferment to researchers and educators with academic degrees who are employed full-time at educational institutions or research institutions for at least 0.75 of a full-time position. The authors of the bill hope these innovations will enhance the quality of education, encourage a consistent acquisition of knowledge, and eliminate the possibility of using education as a means to evade the obligation to defend the country.

The explanation regarding who may lose their deferment from mobilization aims to ensure a balance between educational needs and the fulfillment of military duty. The state is attempting to prevent the use of education as a favorable avenue for evasion from service in the Armed Forces, thereby contributing to the quality of education and the security of the country.
