Legal Implications of the VOS-999 Mark
According to Ukraine’s Ministry of Defense Order No. 317, which is grounded in Article 39 of the Law of Ukraine 'On Military Duty and Military Service' dated March 25, 1992, the VOS-999 notation does not serve as grounds for fines, restrictions, or summons. It can appear for people with deferments or reservations but does not alter their current legal status.
The key rule is simple: the appearance of VOS-999 in the Reserve+ system is not a reason to lose a deferment or have a reservation canceled, lawyers emphasize.

At the same time, if this mark appears for a citizen, it does not mean they are on a wanted list. Lawyers stress that there is no need to urgently visit a Territorial Recruitment Center (TRC) just because VOS-999 has appeared.
