Promotions and Ranks Awarded to Those Behind Last Year's Attacks on Ukraine's Anti-Corruption Agencies

“most of the officials who took part in the events of a year ago were not punished. Instead, they received new ranks, promotions, and continue to work in their positions.”

Findings from the Anti-Corruption Action Center

The Anti-Corruption Action Center has verified that 'certain figures involved in these events were rewarded with official appointments.' Olena Shcherban, a lawyer for a detective at the National Anti-Corruption Bureau of Ukraine (NABU) and deputy executive director of the Anti-Corruption Action Center, named specific individuals who received new ranks and positions. These include:

• Serhiy Duts, who was promoted to the rank of Major General;
• Anton Kravchenko, who became a Brigadier General and now heads the Security Service of Ukraine's (SBU) Main Internal Security Directorate;
• A prosecutor involved in the case of Ruslan Magamedrasulov, who was given an apartment.

The SAP is currently investigating possible human rights violations and crimes that may involve employees of the Security Service of Ukraine (SBU), the Prosecutor's Office, and the State Bureau of Investigation (DBR). It has been noted that a significant amount of evidence has been gathered in these cases. Oleksandr Klymenko emphasized that 'those involved in last year's attacks on anti-corruption agencies have not been held accountable, and some have even received promotions and awards.'

Additionally, NABU has released a list of individuals who accessed information regarding Operation Midas. In a related development, over the past year, the head of the State Financial Monitoring Service, Filip Pronin, spent more than 70 days on foreign business trips. However, the agency has struggled to track financial flows related to defense procurement, and since the start of 2025, it has ignored a NABU request concerning the movement of funds from the company Fire Point.

NABU has also conducted searches in a case involving the embezzlement of 200 million hryvnias from fortification projects under the Poltava Regional State Administration (OVA). In November 2025, NABU confirmed it was investigating irregularities in the construction of defenses in the Poltava region, and on November 10, it uncovered large-scale corruption in the energy sector, specifically at the state-owned enterprise NNEGC Energoatom. Member of Parliament Yaroslav Zheleznyak reported on NABU's searches in the Poltava OVA case.

In a report to the European Commission, the Laboratory of Legislative Initiatives (LLI) also revealed instances of political persecution through sanctions against Petro Poroshenko. This situation underscores the ongoing tension surrounding Ukraine's anti-corruption bodies, with numerous allegations and investigations highlighting the complexity of fighting corruption in the country.

These developments illustrate the challenges Ukraine faces in its anti-corruption efforts, particularly when officials implicated in such scandals are promoted.
