Energy Recovery Strategy Under Discussion

According to Главком: On February 26, Ukrainian President Volodymyr Zelenskyy and Prime Minister Denys Shmyhal met to finalize a strategy for the recovery and protection of the nation's energy sector ahead of next winter. The final version of this plan is scheduled for completion by March 1. The total estimated need for the restoration and modernization of Ukraine's energy sector over the next decade stands at $90.6 billion. This immense figure underscores the scale of damage inflicted by targeted attacks on critical infrastructure.

During the meeting, it was noted that a previous assessment of damage to the energy sector was 34% lower. President Zelenskyy stressed the importance of preparing for potential Russian attacks on infrastructure, which may continue beyond the winter. He emphasized that to achieve greater resilience and capacity, all stakeholders-including the European Commission, European nations, the United States, global businesses, and Ukrainian companies-must unite their efforts. International support is seen as vital for implementing such a costly and urgent recovery.

Preparations for the Next Heating Season

The Cabinet of Ministers of Ukraine, together with regional administration heads and representatives of energy companies, has already begun preparing the energy system for the next heating season. Prime Minister Denys Shmyhal stated that the Russian Federation will continue to strike Ukrainian energy facilities, making it imperative to take measures to protect and restore energy infrastructure.

"The experience of Ukrainian cities and communities that are passing the winter more successfully must be incorporated into the strategy."

Volodymyr Zelenskyy

The President called on regions to submit their proposals and take responsibility for preparing for winter conditions. Volodymyr Zelenskyy expressed gratitude to everyone working for the benefit of Ukraine and protecting its citizens.

The discussion of the energy sector recovery strategy is critically important against the backdrop of constant threats from the Russian Federation, which continues to attack the country's infrastructure. Identifying financial needs of $90.6 billion highlights the scale of investment required to ensure Ukraine's energy security in wartime. Cooperation with international partners and the active involvement of regions in preparing for the next winter will be key factors for the successful implementation of this strategy.
