Critical Shortages of PAC-2 and PAC-3 Interceptor Missiles

According to ХВИЛЯ: Ukraine is currently grappling with a significant shortage of PAC-2 and PAC-3 interceptor missiles for its Patriot air defense systems. This scarcity is largely due to the majority of these missiles being allocated to the Middle East for an extended period. President Volodymyr Zelensky openly acknowledged, “There is a major deficit right now. Most PAC-2 and PAC-3 missiles have long been supplied to the Middle East. This is no secret. Ukraine is not the top priority when it comes to PAC-2 and PAC-3 distribution.” In response, Ukraine is actively sourcing Patriot missiles from multiple countries, aiming to secure even small quantities to bolster its defenses.

International Aid and Missile Deliveries

Missiles provided to Ukraine from the United States arrive through the PURL program, which is funded by European partners. President Zelensky reiterated a formal appeal to the US for the delivery of anti-ballistic missiles specifically to protect Ukraine’s critical energy infrastructure. He stated:

“If Russia refuses to agree to an energy truce, Ukraine will require anti-ballistic missiles to safeguard our energy sector. We are not asking for large quantities, only enough to cover the period requested by our partners.” – Volodymyr Zelensky

To date, the US has not responded to this request.

Restrictions on the use of Starlink by the Ukrainian Armed Forces are gradually easing, though not yet fully lifted. Starlink terminals play a crucial role in intercepting rocket attacks from Shahed drones and delivering essential supplies such as food and water to troops at frontline positions. Zelensky emphasized, “Starlink terminals are essential for intercepting Shahed rockets and for drones delivering food and water to soldiers on the front lines.” He also clarified that Ukraine does not employ Starlink for long-range strikes against Russia.

Ukraine receives intelligence support from dozens of countries, with the United States providing specific data on ballistic missile launches. Zelensky noted,

“Intelligence is shared with Ukraine by dozens of countries, but information about ballistic missile launches comes directly from the United States.” – Volodymyr Zelensky

Additionally, Ukraine is expecting further F-16 fighter jets from Belgium by the end of the year, which are already being utilized effectively against Shahed drones.

Highlighting the principle guiding Ukraine’s military operations, Zelensky stated, “The main rule of our operations is retaliation.” He expressed confidence that the recent diesel sanction deal will not be the last, anticipating further easing of sanctions on Russia in stages. “They will lift sanctions after gas, then on other sectors. It will eventually extend to the banking system, individuals, and the chemical industry,” the President added.

The ongoing shortage of PAC-2 and PAC-3 interceptor missiles underscores Ukraine’s dependence on international military support amid active conflict. Zelensky’s call for enhanced air defense capabilities reflects the urgent need to adapt to evolving threats from Russia. The incoming F-16 fighters and continued intelligence sharing from allies highlight the sustained global cooperation aimed at strengthening Ukraine’s defense capacity during this critical period.
