According to Главком: Ukraine is not negotiating to lift the travel ban for men under the age of 23, according to Social Policy Minister Denys Ulutin, who stated the decision is final. This policy remains a key part of the country's mobilization law during the ongoing war. At the same time, consultations are underway with European nations regarding the status of Ukrainians in the EU after the temporary protection regime concludes in the first quarter of 2027.

European partners estimate that up to 400,000 Ukrainian men under 23 could have traveled to EU countries if the ban were lifted. However, the Ukrainian side does not maintain separate statistics on departures. The minister clarified:

Revised Border Crossing Rules

The Ukrainian government has updated its state border crossing procedures, allowing men aged 18 to 22 to cross the border unimpeded during martial law. On April 10, 2026, an automated entry/exit system became operational at all external borders of the Schengen Area.
