Launch of the Coalition for Resilient Procurement and Unified Support

According to Главком: To bolster defense capabilities, a multinational coalition called the Coalition for Resilient Procurement and Unified Support has been established by Ukraine, Italy, Finland, Norway, Sweden, and the United Kingdom. The initiative was spearheaded by the DOT Defense Procurement Agency of Ukraine’s Ministry of Defense. Notably, the coalition remains open to other nations wishing to join, provided they adhere to the memorandum and receive unanimous approval from the Board of Directors.

Innovation and Defense Procurement

Under this coalition, interagency cooperation will occur at the operational level. Partners have expressed interest in adopting IT solutions, including:

  • DOT-Chain Defence
  • DOT-Chain Food
  • DOT-Chain Arsenal

The Ukrainian government has also launched an experimental project aimed at the rapid procurement, testing, and deployment of innovative defense solutions. A key step was granting the Ministry of Defense the authority to quickly procure innovative products through a simplified procedure.

Ukraine’s Cabinet of Ministers introduced a new mechanism for procuring vehicles for the Defense Forces and granted the Defense Procurement Agency the status of a centralized procurement organization. These changes enabled the DOT Defense Procurement Agency to significantly increase purchases of engineering mines and drone munitions to record levels. In the first three months of 2026, more than half of all mines and munitions delivered during the entire year of 2025 were transferred.

Commenting on the initiative, Arsen Zhumadilov stated: 'For Ukraine, this initiative is an opportunity to scale the experience of supplying the military gained during the full-scale war, and for partners, it offers access to practical solutions already working in real-world conditions.'

The formation of the Coalition for Resilient Procurement and Unified Support highlights the critical role of international defense cooperation, especially amid modern challenges. This partnership enables not only the exchange of expertise but also the adoption of cutting-edge technologies, which can significantly enhance the efficiency of military procurement and logistics. Such efforts are vital for strengthening the defense capabilities of both Ukraine and broader European security.

Tero Iltalo emphasized: 'We believe in the experience of Ukrainians in successfully repelling Russia’s horrific aggression. We choose process, transparency, and shared responsibility. This coalition builds on growing momentum among NATO allies to streamline defense supply chains and integrate wartime innovations from Ukraine into broader alliance frameworks.
