According to Главком: A new memorandum outlining a potential defense deal between Washington and Kyiv has been finalized, granting Ukraine the ability to export military technologies to the United States and produce drones through joint ventures. The document was coordinated by the U.S. State Department and Ukraine’s Ambassador to the U.S., Olga Stefanishyna. This memorandum has been in effect since the summer of 2025, setting the stage for deeper bilateral cooperation.
As part of this agreement, the Pentagon has sent specialists to Ukraine to study modern warfare tactics, highlighting the growing defense collaboration between the two nations. Notably, the U.S. has adopted the Drone Dominance Program, which introduces new guidelines for drone development. The program aims to eliminate American reliance on Chinese drone technology within a few years.
Benefits and Outlook of the Agreement
