According to ХВИЛЯ: On March 26, 2026, during a YouTube broadcast on the channel Oleg Popenko PRO, infrastructure and energy expert Oleg Popenko warned of the critical condition of Ukraine's water supply systems. He stated that the situation is made worse by the threat of attacks on infrastructure and a lack of necessary modernization. This warning comes as Ukraine continues to face immense challenges in maintaining its essential services.

Since 2008, Ukraine has secured credit lines totaling approximately $18 billion in dollars and euros to improve this infrastructure. However, only about $1.6 to $1.8 billion-a mere 10% of the total-has actually been utilized. Popenko later noted that subsequent tranches of funding from the European Investment Bank were rejected due to a lack of transparency in how the money was being managed.

The expert further highlighted that documentation prepared for the Cabinet of Ministers included deliberately inflated prices that were not verified by any estimators, whether Ukrainian or European.

"Even for them, it was too much," Popenko remarked.

He also expressed grave concern about the potential consequences for citizens:

"My warnings were often met with disbelief when I said this whole system could break down... Sorry, but you'll be going to the toilet outside, not in your homes. That's the reality we've already experienced," the expert added.

The water supply situation in Ukraine requires an urgent solution, as the quality of life for millions of citizens depends on it. The country's aging and damaged infrastructure is a legacy issue that has been severely compounded by recent conflict.
