Ukraine Gains Access to EU Social Fund, Unlocking Millions for Key Projects
Parliament Ratifies Agreement for Employment and Social Innovation Funding
According to ХВИЛЯ: Ukraine's parliament, the Verkhovna Rada, has ratified an agreement to participate in the 'Employment and Social Innovation' (EaSI) strand of the European Social Fund Plus (ESF+). This move is a significant step forward, granting Ukrainian organizations access to grants for social projects. The bill, numbered 0359, received 249 votes in favor from the nation's deputies.
This agreement, originally signed in Rome in July 2025, will enable Ukrainian state institutions, non-governmental organizations, and employment centers to secure funding ranging from 500,000 to 1,000,000 euros for social development initiatives. This access to European funding streams is a key part of Ukraine's broader integration with EU structures. The priority areas for this financial support are:
- creating inclusive workplaces for veterans, people with disabilities, and other vulnerable groups;
- fostering social entrepreneurship;
- adapting the labor market;
- conducting research and implementing reforms to improve working conditions and update the regulatory framework.
Implementation support for this initiative is being provided by the Better Regulation Delivery Office (BRDO) and the German development agency GIZ. The Ministry of Economy of Ukraine has already begun preparations to launch the program, which will include expert training, regional workshops, and regulatory assistance.
As noted by Daria Marchak, 'the ratification of this Agreement provides access to resources that will allow us to move beyond temporary fixes and implement effective, real-world solutions. We are talking about grants of up to approximately one million euros for a single project.'
