According to Главком: The European Union has praised Ukraine for deploying artificial intelligence (AI) to monitor public procurement. This achievement builds on the country's open-source e-procurement system Prozorro, launched in 2014. A key component is DOZORRO, one of the world's first platforms to apply machine learning algorithms for detecting risks in public tenders. Notably, much of this progress has occurred during the full-scale war.

Since the system was introduced in 2017, it has helped save approximately six billion dollars in public funds. The detection rate of unjustified contracts has risen by 26%, while cases of improperly disqualifying tender participants have increased by 37%. These figures underscore DOZORRO's effectiveness in curbing corruption in Ukraine.

European AI Implementation Experience

Europe is widely regarded as the world's largest testing ground for using AI to fight corruption in the public sector. For instance, Italy's national anti-corruption authority employs algorithms to flag suspicious tenders. The European Public Prosecutor's Office also uses tools for analyzing corporate links, automated contract processing, and identifying financial irregularities.

In December 2025, Opendatabot's algorithms uncovered procurement violations worth over five hundred million hryvnias, and 32 tenders showed direct links between participants. In April 2026, the High Anti-Corruption Court began integrating AI for data analysis and transcribing hearings, though AI is not involved in issuing verdicts. These initiatives demonstrate that AI is becoming a vital anti-corruption tool not only in Ukraine but across Europe.

Ukraine's recognition for adopting AI in public procurement highlights the importance of innovation in fighting corruption, especially during crises.
