Cooperation Agreements Signed

According to Кулеба: Ukraine’s Ministry of Development has signed memorandums of understanding with the military administrations of Cherkasy, Vinnytsia, Sumy, and Zakarpattia oblasts. These agreements lay the groundwork for the next strategic cycle of regional development, covering 2028 through 2034. They also serve as a key step in preparing Ukraine to implement Chapter 22 of the EU acquis, which focuses on regional policy and coordination of structural instruments.

A New Approach to Development Planning

Officials emphasize that this marks a fundamental shift-moving away from isolated projects and ad-hoc decisions toward a systematic framework with clearly defined priorities, investment targets, and accountability for outcomes. As a representative from the Ministry of Development stated,

“In essence, we are transitioning from individual projects and decisions to systemic territorial development planning, with clear priorities, investment goals, and responsibility for results.”

This approach, they argue, will lay the foundation for stronger communities and regions, which in turn form the bedrock of a stronger Ukraine.

These memorandums represent a significant step toward strategic regional growth and improved coordination among government bodies. The state’s initiative signals a commitment to designing and executing comprehensive development programs at the regional level. It also reflects the government’s push to introduce innovation into regional policy, potentially leading to more efficient resource use and greater investment attraction.
