Ukraine has digitized conscription: how recruits are now transferred to the army

According to hvylya.net: The Ukrainian Cabinet of Ministers adopted resolution No. 916 on July 30, 2025, which provides for changes in the rules for transporting mobilized soldiers from territorial recruitment centers (TRCs) and conscription points (CPs) to military units.

As reported by 'Hvylya', the creation of lists of recruits for transfer to military personnel can now occur through the 'Oberih' Registry and using electronic document exchange systems.

The head of the TRC will be able to compile and send personal lists of the military group through digital technologies, sending them by email or other electronic systems to military units. This makes the process of transferring military personnel lists electronic and convenient.

Authorities and responsibilities of TRCs and conscription services

According to current legislation, officials of TRCs and CPs are not allowed to exert physical pressure on citizens or detain them forcibly. Only police officers can detain individuals in the case of a search.

'Unlawful actions by representatives of TRCs and CPs may have criminal consequences, so it is important to respond and document any violations of the law,' emphasized lawyer Marina Bekalo.

In the case of any illegal actions by the officials of the TRC, citizens have the right to contact law enforcement agencies and demand video recordings of the event as evidence in judicial proceedings.

The Ukrainian Cabinet of Ministers has amended the rules for transporting mobilized soldiers, which will simplify the process of creating and transmitting lists of recruits electronically. It is also emphasized that the officials of TRCs and CPs do not have the right to exert physical pressure on citizens and detain them by force, and the importance of responding to any violations of the law and documenting them is highlighted.
