On July 23, U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov met in the Philippines. Russia's Foreign Ministry said Lavrov raised the war against Ukraine, voiced Moscow's readiness for a diplomatic settlement, and opposed further weapons shipments to Kyiv. The Institute for the Study of War, however, assesses that Putin will not enter negotiations as long as he can strike Ukraine with impunity.

Zelensky argued that Putin has no idea how to end this war without either a large occupation or a major victory for his society. "It is easier for him to find some smaller country... it will not matter to him whether that country is in NATO or not. He wants a quick victory, 100 percent sure that he will win, occupy, destroy, or take control," Zelensky said.
