Ukraine Strengthens Electronic Declaration System to Combat Corruption Following IMF Guidance

Enhancing Ukraine's Anti-Corruption Framework

According to НАЗК: Amid ongoing conflict, Ukraine is intensifying efforts to improve its anti-corruption measures, recognizing the electronic declaration system as a cornerstone of its transparency initiatives. To refine this mechanism, the International Monetary Fund (IMF) has provided a set of recommendations that have been incorporated into the country’s Anti-Corruption Strategy for 2026-2030 and its State Anti-Corruption Program.

The IMF’s suggestions focus on:

• strengthening a risk-based approach to the verification of asset declarations;
• introducing performance indicators aimed at measurable results;
• enhancing support for anti-corruption investigations and criminal prosecutions.

These measures are designed not only to improve financial oversight but also to allocate limited resources more effectively by targeting the areas most vulnerable to corruption. IMF experts highlighted that

"adopting a risk-oriented verification method, embedding results-driven metrics, and reinforcing investigative and prosecutorial support will focus scarce resources on the most critical vulnerabilities, thereby boosting the system’s deterrent and preventive impact."

In response, the National Agency on Corruption Prevention (NACP) has drafted amendments to legal regulations governing the selection process for comprehensive declaration checks and lifestyle monitoring. These proposals will undergo public consultation in line with existing legislation. NACP Chair Viktor Pavlushchyk expressed gratitude to the IMF team for their expertise and assistance, noting that

"the recommendations provide a clear roadmap for advancing financial control systems and reducing corruption risks."
