Plans for Securing International Funding in 2027

According to Кабмін: Ukrainian Prime Minister Serhiy Koretsky met with representatives from the World Bank, IMF, EU, and G7 nations to discuss the country’s external budget financing needs for 2027. He highlighted a requirement of more than $32.6 billion specifically to maintain defense capabilities, fund pensions, and support healthcare and businesses. Overall, Ukraine’s external funding demand for 2027 exceeds $52 billion, nearly $20 billion of which is already secured through agreements with the EU, IMF, and Japan.

Defense and Security Budget Priorities

Next year, Ukraine plans to allocate nearly 44% of its GDP towards defense and security expenses. Beyond the official budget, the Armed Forces will require an additional $45 billion. Prime Minister Koretsky emphasized:

“Defense and security spending alone will represent almost 44% of GDP next year, and further resources will be essential to sustain our defense.” – Serhiy Koretsky

He also stressed that these funds are crucial not only for military readiness but for pension payments, hospital operations, and business support.

The Ukrainian government is preparing measures to extend financial support, while parliament is reviewing related legislation aligned with IMF, World Bank, and EU assistance programs. Koretsky spoke via video at a ministerial roundtable hosted by the IMF and World Bank from Kyiv. He drew attention to ongoing Russian attacks targeting critical infrastructure, businesses, and civilian sites, which have caused an estimated $1.5 billion shortfall in tax revenues this year. Additionally, the EU has committed €90 billion to Ukraine through the Ukraine Support Loan program covering 2026–2027.

Securing external financial aid remains vital for Ukraine amid continued warfare and economic challenges. The extensive resource requirements to uphold defense and social services underscore the country's economic vulnerability to external threats. International backing will be indispensable for ensuring national stability and fulfilling social obligations.
