Ukraine Eases Child Registration Rules for Families of Captives and Missing Soldiers

Streamlined Child Residence Registration

According to Главком: The Cabinet of Ministers of Ukraine has simplified the process for registering a child's place of residence for families of missing or captured military personnel. Under the new rules, registration can be completed at the address of the parent who initiates the procedure. This change aims to eliminate bureaucratic hurdles that previously required consent from both parents. Now, the consent of the second parent is no longer necessary if they are officially listed as missing in action or held as a prisoner of war.

This service is only available offline, through in-person visits to a Center for Administrative Services (TsNAP) or a residence registration office. The Ministry of Defense emphasized that the reform is designed to support military families during difficult circumstances by removing red tape where it causes the most harm. Earlier, the government also simplified the process for obtaining benefit certificates for families of missing defenders, eliminating the need to submit a military medical commission ruling if a court has already declared the person deceased or established the legal fact of their death.

Financial Support and New Initiatives

In addition, the Cabinet of Ministers has approved a total of 5.67 billion hryvnias in financial compensation, which will help over two thousand Ukrainian families secure their own housing. Ukraine's Ombudsman Office has also developed a Roadmap for individuals deprived of liberty due to Russian aggression, those missing, and their families. This document serves as a detailed practical tool to support these individuals in challenging circumstances.

Recently, Russia returned 375 bodies of dead Ukrainian soldiers and civilians showing signs of torture, highlighting the tragic consequences of the aggression. These measures and reforms are intended to ease the burden on families caught in difficult situations as a result of the war.

By simplifying child registration procedures for families of missing and captured soldiers, the Cabinet of Ministers of Ukraine seeks to provide support for families enduring hard times. These changes also reflect the government's efforts to reduce bureaucracy and improve access to administrative services for vulnerable populations.
